‘My Mama Didn’t Raise A Fool!’ John Kennedy Grills Witness About Universities’ Use Of Taxpayer Money

Kennedy believe that the real policy issue facing Congress is not whether to support biomedical research, but how to get the biggest bang from whatever dollars are spent. And that, says Senator John Kennedy (R–LA), will require changing the amount that NIH reimburses institutions for the physical infrastructure and administrative staff needed to support the NIH research grants that they receive. Currently, NIH pays universities an average indirect cost recovery rate of 40%, meaning they receive an additional 40 cents for every dollar of direct research funding. In February, the Trump administration proposed reducing that rate to 15%, which universities say would be crippling.

“Why can’t universities live with 15%?” he asked Parikh as part of a series of rapid-fire questions that gave Parikh little time to respond. “There’s been waste and abuse, and that’s just a fact,” Kennedy added, citing a government audit of Stanford University in the late 1980s that found some of the money had been used to defray the cost of a yacht and the salaries of professors in the humanities.
